Imagine BreakerTouma's ability is Imagine Breaker ("Illusion Killer"), an ability which negates all supernatural powers, including the effects of magical, psychic, and divine powers (which may also include his good luck and God's blessing according to Index).
There is very little special about him excepts that his right hand is able to neutralize any power it touches Index is a young girl who has a very special skill. She can memorize anything that she reads. As such her head contains the knowledge of every single magical grimoire ever written..
Average means that there are some bad things and good things make up for them. But if all the bad and the good are standard, then they can't even be called good or bad anymore. To Aru Majutsu no Index manages to take the most beaten path of how to make things interesting, and ends up having the reverse effect.
EVERY episode Index bites Toma, at least once. stop its no longer cute when you do it constantly. Oh Toma often runs into girls in weird ways, better make that happen every OTHER episode now. Its really diverting from the fun. Index was a great character in season 1, Index is now almost insufferable, they turned her weird personality traits INTO her personality.
Blaming a show for being derivative in anime is easy but wrong, as the world of references and structures in which anime thrives is as much of a strength as weakness. Maybe the way to describe the failure is that this is a show that feels like you've already watched it when viewing it for the first time.
Toma quickly realizes that these people do not care for Index in the least and decides to protect her. Unfortunately he is up against powerful mages but he has an ace up his sleeve: His right hand has the power to cancel any magic it touches.

Both series feature a male student as a main character with newfound powers suddenly thrown into a world he doesn't want to be in. Both are essentially harem anime, set in a magic high school/academy involving plots between quasi-government organizations and students.
Both series feature a good mixture of science and things of the magical/supernatural element. Granted that Asura Cryin' is a bit more about the fighting between mecha and To Aru Majutsu no Index is more about the fighting between individuals with special powers both series do a good job in keeping a good balance of action, comedy, and some romance. If you enjoyed one then your almost likely to enjoy the other.
