Saitama being a joke character has no meaning on his power. so is Mr Satan, Coward the cowardly dog and Popeye, yet none of them are stronger than Goku. His feats top at planet to possibly star level if being generous, whereas Goku is universal at the minimum, as seen from episode 12 of Dragon Ball Super.
