If you want to know as per titles go Dracule Mihawk AKA Hawkeyes or Hawkeye Mihawk is the one who holds the title of strongest swordman in the world in One Piece. And you just can't mix up two anime world's and say this character can defeat this.
All the gods and titans in Saint Seiya are Tier 2 (multi-universal) at weakest and I’m pretty sure several of them are swordsmen (the titans at least can all make their soma into swords)…. Kronos is Tier 2 (high multiversal), just below the bottom of Tier 1 (complex multiversal). Iknowthegame.
