Yes it is a harem anime imo. The lead is surrounded by girl who all care about him in a certain way. It's just not focused on them and that's why some people see it as a no-harem show.

Even though the reason behind my revisit of the anime, ToraDora!, still remains unknown, it's definitely safe to say that this anime is timeless, beautiful, and will forever remain as a truly pure example of how moving and immersive shoujo animes were in the 2000s.
If we have an official announcement, there is no way the sequel won't happen. Unfortunately, that's not the case for Toradora. Because even after 13 years of its release, Toradora hasn't received any official announcements or potential hints for its second season. I know it's painful but it's true.

In short, Yes. It's a beautiful Anime with a great plot. The Soundtrack is amazing too. But the one thing I personally liked about this anime is the character development and backstory.

First off you have the female main characters they look and act very similar. Second you have the male lead characters both are super similar in how they behave.
Lovely Complex is perhaps the more 'girly' of the two, as it focuses more on Risa's point of view, where Tor adora focuses more on Ryuji's viewpoint.
They both have the same type of humor, both main heroines are compared to beasts (Taiga = Tiger, Ookami = Wolf), both Taiga and Ookami are violent Tsundere. The animation is also very similar. The only difference between the anime romance-wise is that the guy fell in love with the girl on the 1st episode in Ookami-san, whereas in Toradora; they fell in love with each other part way through the series.

If you like Tsundere, then ZnT is the quintessential series you must watch, although it makes any other like it seem redundant. There are a lot of similarities between Louise and Taiga, including the same voice actress even. To me, ToraDora is more intelligent, but both are fun series.
