Voice actors. Tomoka zu Seki (left) and Robert McCollum voiced Kogami in the anime's Japanese and English versions, respectively. Shinya Kogami is voiced in Japanese by Tomokazu Seki who was cast by Katsuyuki Motohiro during auditions for the series.
The reunion of Kogami and Tsunemori is one of Seki's favorite scenes because their deep relationship is demonstrated when they wordlessly share a cigarette. By the time Sinners of the System was released, Seki still appreciated Kogami's handling, but felt pressured by the character's popularity with fans.
Writer Tow Ubukata, who supervised the second anime series, called Kogami a "wild" character, the Japanese characters for his last name referring to his traits of loneliness and strength.
Set in a dystopian future, the series focuses on the use of the Sibyl System: a bio-mechanical character that employs psychometric scanners that calculate the likelihood of a person committing a crime. Its results are known as a Crime Coefficient.
He reappears in the third television season, Psycho-Pass 3, as a supporting character. Additional novels and manga explore Kogami's work as an Inspector years before the start of the television series. Kogami was created by the Production I.G. staff.
In the 2019 series Psycho-Pass 3, Kogami returns to Tokyo, where he and fellow demoted Inspector Nobuchika Ginoza now work for the Ministry of Foreign Affairs Operations Department. They warn Inspectors Arata Shindo and Kei Mikhail Ignatov about the "foxes," individuals who should be arrested.
Fukami describes Kogami as the type of person who is happy to encounter those with bad intentions because "he just loves justice.". Urobuchi, on the other hand, notes that Kogami lacks Makishima's panoramic vision and that he is "just a loser.".
Shinya is a slim, muscular man who stands a bit shorter than most of his top-class heroic peers. He has gray hair shaped into three sharp points that cover the right side of his face and dark gray eyes, and he wears a mask over his lower face, covering his nose and mouth.
Shinya Kamihara ( 紙#N#(#N#かみ#N#)#N#原#N#(#N#はら#N#)#N#伸#N#(#N#しん#N#)#N#也#N#(#N#や#N#) ,#N#Kamihara Shin'ya?), also known as the Ninja Hero: Edgeshot (忍者ヒーロー エッジショット#N#,#N#Ninja Hīrō Ejjishotto?), is the former No. 5 Pro Hero, and the current No. 4 Pro-Hero. He is also the leader of The Lurkers .
Befitting the nature of a shinobi, Shinya is a calm and focused individual. He is able to maintain a level head even in crisis situations and consoles his teammates when they begin to panic. Shinya is quite intelligent and is good at analyzing situations and strategies.
The people belonging to the Hiragi clan are notorious for their manipulative, backstabbing, and power-hungry ways. However, like Shinoa, Shinya is a Hiragi who doesn’t care much for power dynamics.
Shinya’s cool and calm façade often helps him hide his true emotions and motives. It also helps other people lower their guard around him, which in turn gives him a tactical advantage over them.
However, the perceptive and observant Shinya was able to see through Guren’s acts because he is good at reading people’s body language and micro facial expressions.
In the manga, Shinya bullies Guren from the get-go, and his first-ever attack on him was a lightning spell. Sometimes Shinya’s bullying would be so bad that Guren would cough blood and end up with broken bones.
Much like Mikaela and Guren, Shinya Hiragi was one of those characters from Seraph of the End: Vampire Reign whose popularity was a lot more than the manga’s creator had anticipated . It’s not hard to see why.
Even though Shinya is shown to be an extremely loyal person, his loyalty isn’t blind. His sense of right and wrong is what guides all his decisions, which is why he was deeply shocked and felt betrayed when he learned the truth about what Guren really did.
Right from the get-go, Shinya is shown to be the kind of person who is able to maintain his calm even under stressful situations. It is not easy to anger him , as is shown in the manga when Seishiro consistently insults and degrades him. He also often smiles instead of revealing his true feelings.

As the series goes on, Kogami begins to suspect the weaknesses of the Sibyl System and learns that Sibyl will not help him get revenge.
Personality. Shinya is very level-headed and intelligent and tries to keep as calm as possible in stressful situations; for instance , when he discovered he was an Ajin and had to get rid of the evidence.
In the manga, his eyes are dark purple; whereas in the anime they are a dark red-brown color. During his first death he was seen wearing a pink sweater and gray jeans. He later switches to a hoodie to conceal his face.
Shinya possess many of the basic powers of a normal Ajin, with the exception that he is able to amass an incomprehensible amount of Unknown Matter and intern dozens of Black Ghosts, each deadly in their own right.
Shinya's IBM is rather simple in shape, with a lanky, human like body and a large dome head, the only distinguishing feature being a large hole where the face should be.
Shinya is very level-headed and intelligent and tries to keep as calm as possible in stressful situations; for instance, when he discovered he was an Ajin and had to get rid of the evidence. However, at the thought of being constantly experimented on, he was unable to control some of his emotions; which resulted in him almost confessing to Yūsuke about being an Ajin, leaving his friend confused. He also might have lost the sense of who he really is, stating that "he hasn't been himself for a long time".
Shinya's best friend, who attended the same university as Shinya. It is shown several times that Yūsuke deeply cares for Shinya, for example when he prevented him from getting run over by an upcoming car by grabbing his hand. He also quickly noticed that Shinya was acting strange and was concerned for him when he wouldn't tell him what was wrong. Yūsuke didn't seem to be bothered by the fact that Shinya was an Ajin and took a bullet for him, which ultimately led to his death. Shinya seemed to be greatly saddened by his friend's death as he ran away.
Ajin Scream- While he has never been shown to use it, it can be assumed that like all Ajin, Shinya is capable of using his voice to paralyse everyone around him. This can be countered however by wearing ear protection, and the effects are less apparent if the victim isn't aware that the user is an Ajin.
Shinya Kogami. Shinya Kogami (狡噛 慎也 Kougami Shinya) is a Tactical Advisor within the Suppressing Action Department of the Foreign Affairs Operations Department. Prior to this, he roams southeast Asia serving as a mercenary in foreign countries, like Shambala Float, helping oppressed populations gain autonomy.
When Sibyl refuses to help him get revenge for Sasayama's death, he turns against the PSB, then finds and kills Makishima on hius own.
Ginoza and Kogami have known one another since high school, where they become best friends after Kogami defends Ginoza from bullying taunts about Masaoka's latent criminal status. Despite possessing different demeanors, they are very close. Even after Kogami is demoted to the rank of Enforcer, Ginoza holds Kogami in high regard, as seen when he hesitates to fire his Dominator at him despite a direct order from Sibyl to kill the fleeing Enforcer. It is only after Kogami becomes a mercenary rebel on Shambala Float that Ginoza sees how different his old friend has become. Even so, he administers personal justice with a one-two punch but allows Kogami to escape with a stern warning to stay away from Tsunemori. Following Kogami's draft into the Ministry of Foreign Affairs, Ginoza and he seem to come to terms with their past actions and their friendship endures, though it is not known if it is as close as it used to be.
Kogami as an Inspector. Mitsuru Sasayama. When Sasayama dies a horrible death while on the job, Kogami's emotions spiral out of control and his crime coefficient rises, leading to his demotion to Enforcer rank. He also has some less disciplined tendencies, as seen in his deliberate provocation of Yuji Kanehara.
Kogami is the first one to find Sasayama's dismembered and deformed body. The horror causes a sharp rise in Kogami 's crime coefficient and, refusing to take treatment, he continues to work on the case and is eventually deemed a latent criminal and demoted to Enforcer.
At the conclusion of Psycho-Pass 3, Kogami visits Akane while she is imprisoned at the Tokorozawa Correction Center and they make amends and at the conclusion of First Inspector, he is ordered to pick her up upon her release from imprisonment. Their reunion is both friendly and humorous.
