The meaning behind the name of this place (and hence a possible meaning for the manga title) is a reference to the prefix "re", which means "once more". Re means King in certain language. Re:ad the manga. No but seriously Re: has multiple meanings.
In anime it may serve simply as 'a continuation', often replacing "Shou" or other designations within a franchise. I have never seen other specific uses of RE (I am not familiar with Tokyo Ghoul manga). RE as in 'repeat'. Or some variation of doing something over again.
With some really interesting plots, subplots, and characters, anime such as Re: zero, Re: main, Re: creators, Tokyo Ghoul: Re, Re: Life, Re: Boot and numerous other titles not only have ‘re’ as their name but also have some common element attached to them.

“Re-Main is an enjoyable series with compelling characters and beautiful animation!” Re-Main is MAPPA's latest project – an original sports anime about water polo. The 12-episode season started on July 4th and ended last week. MAPPA is a popular Japanese studio known for Banana Fish, Yuri on Ice and Attack on Titan.

Amnesiac Hero: Minato loses the memories from the last three years (basically his entire middle school life) from a car accident. In episode 8, he regains them, but after another head injury, he loses memories of the past year when he was in high school.
Tokyo Ghoul:re ended with its second season in 2018, and it appears that, for now, that's the end of the franchise too. Sui Ishida brought the Tokyo Ghoul:re manga to a close with Chapter 179 in 2018, and with the end of the anime, there's no more of Ken's story to tell.

The second season of Tokyo Ghoul:re is the sequel to the first season of Tokyo Ghoul:re, adapted from the manga of the same name by Sui Ishida. It is the fourth and final season within the overall anime franchise.
