Anime fanservice (or fan service) is a double edged sword in and outside of the anime community. For those who aren’t part of the anime community, fanservice is a source of: Controversy. Frustration. Annoyance. Or a scapegoat used to demonize, criticize, and downplay what anime is as a whole.
What Anime Has The Best Fanservice?
Why are so many newer anime burdened with fan service? The other answers have already provided the main reason why fanservice happens at all: to allow the studios to stay alive and pay the bills - which simply isn't possible by only making complex, high-quality stuff.
Fanservice is content which is not necessary for the progression of the story but something which pleases the viewer/fan. In anime this is usually sexual in nature, but can also be hints towards ships in the fandom, cameos, or similar. It is something intentional added in hope it will increase viewers/sales. Fan service (ファンサービス, fan sābisu), fanservice or service cut (サービスカット, sābisu katto), is material in a work of fiction or in a fictional series that is intentionally added to please the audience, often sexual in nature, such as nudity.

'My Hero Academia' Kicks Fan-Service To Curb By Curbstomping Mineta.
Fan service (ファンサービス, fan sābisu), fanservice or service cut (サービスカット, sābisu katto), is material in a work of fiction or in a fictional series which is intentionally added to please the audience, often sexual in nature, such as nudity. The term originated in Japanese in the anime and manga fandom, but has been used in other languages and media.
Fan service is especially common in shounen manga (aimed at boys). In shounen manga, pin-up girl style images are common "in varying states of undress", often using an "accidental exposure" excuse to show a favourite female character or an upskirt "glimpse of a character's panties".
Russell regards fan service as being an aesthetic of the transient "glimpse", which he contrasts with the gaze, as it takes the mind unaware and open to "libidinous possibility" without mediation. He considers the fan service object to be reassuring in its unrealistic nature and to be confirming the "freedom of desire".
The term is used in the 1991 film Otaku no Video . Later, excessive fan service content came to be considered unnecessary regardless of its justification in relation to the narrative in which it takes place.
Shoujo manga, aimed at female readers, also includes fan service, such as showing male characters "half-naked and in enticing poses". Robin Brenner notes that in the US comics culture, fan service aimed at women is rare, and also that in Japan, series can be famous for their fan service content.
Let us first define what fan service is: “Fan Service is a kind of service in fictional shows that is intended to please the audience. It’s all about servicing the fans, and giving them exactly what they desire in terms of visuals, sounds, and impressions.”. In anime, fan service is often marked by sensual elements and pleasure-inducing features.
In their purest form, they’re just that—fan service! And High School of the Dead is a great example! High School of the Dead is a really straightforward and simple anime.
Shimoneta is an anime that is indisputably unorthodox yet outrageously comedic. Unlike most fan service anime, this one is not mindless at all, nor is it shall ow. It actually hits close to the essence of a true service cut anime. And by essence I mean—unadulterated raunchiness and epicurism!
Fan-service, as a Japanese cultural offshoot, has changed as porn’s imagery has spread throughout modern culture. Much of the imagery is a reaction to women’s changed status in society. Nude art seeks to show the dignity of the human form.
There are limits to how far we can take this. Anime fan-services are animated, fictional characters and this may not affect people as live-action depictions can. However, fan-service and porn share key elements that allow us to draw comparisons.
Not all fan service (or fanservice) is bad. In fact, fan service itself isn’t inherently bad. It’s just treated that way.
