Shishio was based roughly on the original lead commander of the Shinsengumi, Serizawa Kamo . After the death of Yukishiro Tomoe, Himura Kenshin became a free wielding swordsman to protect members of the Ishin Shishi.
Thus, during the Boshin War, Shishio was knocked out from a blow to the head, then doused in oil and burned alive by the Ishin Shishi. He survived, sustaining severe damage to his entire body to the point that he must wear bandages day and night to cover his disfigured skin, giving him an appearance similar to that of a mummy.
Watsuki aimed to portray Shishio as a ruthless, coldhearted antagonist, making him "evil" due to his actions. In the Japanese anime, Masanori Ikeda voices the character with various members taking the role in multiple English adaptations. Tatsuya Fujiwara portrayed him in the live-action films.

IGN listed him as the fourth best villain in anime due to his strength and philosophies despite suffering severe burns in his body. Manga News described Shishio's arc as one of the most preferred ones in the entire manga, Yukishiro Enishi's revenge arc is also popular nevertheless.

He is extremely crafty, being able to hide from the Meiji government despite their efforts to find him, and his plans nearly succeed in bringing them down. He is also quite manipulative and is skilled in exploiting a person's psychology to facilitate his own devices, such as he does with Usui and Aoshi. He also learns from his mistakes; after his brush with death from being knocked out with a bullet to the head, he takes to wearing a hachigane (iron headband) to keep that weakness from being exploited.
Kenshin and Saitō Hajime both spend a considerable amount of time looking for Shishio, meeting him once in Shingetsu Village. However, Shishio left soon after they found him. After the ordeal in Shingetsu village, Kenshin ventured onward to Kyoto, where they would have their duel.

Ni no Hiken: Guren Kaina: The second of Shishio's Three Secret Swords. This technique has Shishio fill his gauntlets with gunpowder before igniting the powder with Mugenjin for an exploding punch. Shishio usually uses it when his opponent is too close to get away, or he already has a hold of them.
By scraping Mugenjin, base to tip, along its scabbard, Shishio engulfs his blade with a miniature cyclone of fire. When Shishio slashes at the opponent with Kaguzuchi active, the flame cyclone engulfs them, letting Shishio incinerate his foe while he cuts them.

If Shishio keeps fighting after said fifteen minutes are up, his body temperature will keep rising, causing him to experience heat stroke, terrible pain, nausea, and psychotic episodes as his insides start to evaporate. If he continues to fight until twenty five minutes have passed, he will burst into flames and die.

Ichi no Hiken: Homura Dama: The first of Shishio's Three Secret Swords. This technique has Shishio uses friction, or sparks created by Mugenjin and its scabbard scraping together, to ignite the fat and oils on Mugenjin and coat the blade in flames, letting Shishio burn and cut opponents at the same time.

While they had found Himura to be an idealistic servant of the Imperialist cause, Okubo and other Meiji officials correctly concluded that Shishio was an opportunistic sociopath who would undoubtedly use his vast knowledge of government secrets to plunge the country into turmoil for his own personal gain. Thus, during the Boshin War, Shishio was knocked out from a blow to the head from a gun, doused in oil and burned alive by the Ishin Shishi. He survived, sustaining severe damage to his entire body to the point that he must wear bandages day and night to cover his disfigured skin, giving him an appearance similar to a mummy. It also limited the time he could fight. Any battle that surpassed fifteen minutes placed him in jeopardy of undergoing spontaneous combustion due to his lack of sweat glands and abnormal rising body temperatures.
Therefore, according to Watsuki, Shishio had no model for his personality. Watsuki originally intended for Shishio to be motivated for revenge since it would make it easier for Watsuki to express Shishio's grief towards the government . However Watsuki believed that this would make the story "smaller in scale.".
Taking advantage of his moment of vulnerability, Shishio ran his sword through Yumi in an attempt to hit Kenshin. Kenshin ridiculed Shishio for betraying his love, but Shishio remarked that he understood that he did what Yumi wanted of him, which was in fact the case.
In Volume 17 Watsuki stated that he thought, in retrospect, that Shishio was his version of "the appeal of evil. ". Watsuki explained that Shishio will not compromise his beliefs under any circumstances, has no objections to "using others as a means to an end," and seeks "absolute power" "with ruthless abandon.".
For all of his power and skill, Shishio had a fatal weakness: Because he was set on fire, most of his sweat glands were burned. Therefore, once he engaged in battle, his body heat rose far above normal levels. Though Hōji believed Shishio's body heat contributed to his power in battle, it became his downfall, as he spontaneously combusted after 25 minutes in battle.
When the Juppongatana (Ten Swords) were finally all gathered, except for Cho who'd been defeated, imprisoned, and arrested, Shishio appeared. Sojiro offered him some local treats he'd bought with writing on the inside of the box, telling him that the ship was ready. It also said Usui may suspect something, but he shouldn't a problem. Shishio told the Juppongatana (Ten Swords) that it was time for them to stand together and make their plan to burn all of Kyoto a reality. Later he went with Yumi to the ship he planned to use in his real plan and she asked why they had to use such a broken down vessel. However Shishio responded by asking her if it was his looks she fell in love with or was it what was inside him. He then revealed the ironclad gunship that was hidden in the rundown ship and asked if it was worthy of her love. Yumi said it was and became excited, but Shishio told her not to be hasty. Later on as their plan was set into motion, Hoji noticed that the fires weren't starting. Shishio noted that a little delay should be expected and said there was no need for impatience. Yumi, having become drunk, asked if her beloved was going soft and wanted to see the end of Kyoto. Shishio asked why he would feel nostalgic for this rotten age, but said that he did feel some regret at putting off his fight with Kenshin. However Kenshin, Sanosuke, and Saito suddenly arrived and Shishio said Kenshin had read his intention. He observed the new arrivals, noting he didn't know who Sanosuke was, but Hoji and Sojiro said who he was, only for Shishio to call him a tag along. Sojiro asked what they should do and Shishio said he couldn't waste his time, but also couldn’t look like he was retreating. He decided to show them what they were up against and they'd leave once they saw how futile their efforts were. Shishio revealed the ironclad gunship, Rengoku, and began attacking Kenshin, Sanosuke, and Saito with the ship's arsenal. However Kenshin managed to get on the deck, but Shishio said that though he had read his intentions, it worked the other way too.
Shishio threw his katana to Sojiro and told him to take care of Kenshin and the others. He left with Yumi, explaining to her about Sojiro's strength. After Sojiro caught up with both Shishio and Yumi, he came his master back his sword, only heavily cracked due to his clash with Kenshin.
Preparing to take over Japan. After finding out that Shishio was still alive by faking his death and planning to take them down, the government needed to take action. They approached Kenshin Himura, the only one they thought could defeat/destroy Shishio once and for all, and asked him to take Shishio out.

The boy asked him if he was a bad guy, but Shishio responded by saying that the bad guys were the ones who used him and burned him. He said that he was a villain and decided to take up residence in the storehouse for awhile. After Sojiro came back/return (having been beaten by his abusive foster father), Shishio again asked why he was smiling happily. Sojiro said that he did it because he hoped they'd beat him less and the former assassin/serial killer noted now he did it without being aware of it. The boy said they made him that way, but Shishio said no one or nobody could make him anything and it was his own fault/mistake. He went on to say the weak were nourishment for the strong and no smile would spare Sojiro's life from that. Shishio then gave the boy a sword as thanks and later listened as Sojiro took his revenge on his cruel foster family, slaughtering, killing and murdering them all in cold blood. He left the storehouse to find the boy standing over them and asked Sojiro to join him, which he readily agreed too. Shishio went on to mold into Sojiro in order to become his disciple and he would eventually become his right-hand man and the strongest of the Juppongatana (Ten Swords). At one point, Shishio met Komagata Yumi, who became his lover/girlfriend.
Shishio went on to say that those flames became voices that began to tell him the truth: that it was not right for the weak to survive.
However Kenshin managed to make the explosion go off in Shishio's face, then unleashed five strikes upon his enemy.
