I think anime just means animation from japan. While most anime follows the distinct animation style associated with it, even if it's in a western style it would still be considered anime. It's just a way to distinguish between Japanese animation and non-Japanese animation.
3D CG is not uncommon in today's anime industry and probably used in most of the current shows though usually not to the extent of RWBY. Anime is animation from Japan. Foreign shows can be like anime, but they can't be anime. That's all there is. level 1.
