Pixiv, in my honest opinion, is the best anime art site where you can find Japanese artists and even famous mangaka and animators. However, it can be difficult at first to navigate through Pixiv’s site with its mostly Japanese interface (although it’s getting better nowadays).

When attempting to identify an anime- or manga-related image, try the browser add-on Image Search Options, for both Mozilla Firefox and Google Chrome, which searches a wide variety of image sites and search engines (a number of which are helpful on their own). The sites searched include:
use three search terms (whereas Danbooru allows only two); and
To access Ascii2D, answer the question "あなたは18才以上ですか?" ("Do you 18 years old or older?"), click "はい" ("hai"—"yes").
The Anime News Network Encyclopedia, on the other hand, tends to have more information on series, is easier to update (and thus seems to be updated more often), allows for more than one official Web site link, and is natively in English. To access Ascii2D, answer the question "あなたは18才以上ですか?.
Home site of the Image Search Options add-on. 6 Works, but is not generally applicable for anime and manga, though it occasionally has answers the specialized search engines lack. What Image Search Options does is to launch a search in each of selected search engines/sites in a separate tab of the user's browser.
As for Yandex, there is an English-language version, Yandex Images (images.yandex.com), but its help and filters and advanced search options pages do not mention a reverse image search option, either sourcing from a user's computer or from a URL. However, the Russian-language version does have a reverse image search option.
Well if you have a picture then there must be the source where you got the picture. Search the source properly and you will get the anime's name.
Pixiv is THE anime fanart database. 99% of the japanese artist post their work in there and all the other sites mentioned before simply repost pictures from there (which is actually illegal and could give the artists a lot of trouble on pixiv) There’s an english version of pixiv, unfortunally the tag system isn.
There’s an english version of pixiv, unfortunally the tag system isn’t quite good, you can only search one tag at once and the tags are not translated. Also, the free version only let you search by date, not by popularity, you need to pay the premium version for that.
Pieter said some of the most popular ones, so I just wanted to add Zerochan.net too, it’s very organized and have a decent tag system . You can also search by size and quality, and most pictures will have a tag for the artist, which also have the link to the original source, usually Pixiv.
Here’s what I recommend, make an account on pixiv, search around pictures you like on safebooru or zerochan and go to the original artist pixiv page, that way you can follow them on your pixiv account and get updates on their new works. Because repost is something hated by artists, specially japanese artists, some of them work so their stuff is not reposted, so there’s pics you wont find anywhere but in pixiv
Aside from Google, there also exist TinEye, SauceNao and iqdb. You can either go to these links and upload your image for search, or if you want to search an image that is already published on the internet, copy the following links into your browser's address bar and add the image link at the end of it.
You may also search by right clicking any image after installing the chrome extension.
