To draw serious anime eyes, first draw a horizontal line with a slight curve. Draw a short line coming down off of one end at a 45-degree angle to finish the top of the eye. Then, draw a short horizontal line centered under the first line to make the bottom of the eye. Draw an oval between the two lines to make the iris.
Add 2 circles inside of the iris to show light reflecting off of the eye. Place the circles on opposite sides of the iris, and make one of them twice as big as the other one. Make the biggest circle about ⅕ the size of the iris. The exact placement of the circles will depend on where the light is shining in your drawing.

With that said, here are seven common elements present in most anime drawings of eyes.
Upper eyelid crease. – The upper eyelid crease is a horizontal indent formed above the upper eyelid that appears in some people. Notably, it is prominently indicated in most anime eye drawings, and stylized into a curved line. It helps situate the anime eye drawing so it is a good idea to take notice of it.
We also discovered that anime eye drawings simplify real world anatomy in specific ways. I found seven ways actually, you may find more, but the basic seven simplifications in anime eyes are as follows.

The upper eyelid determines a lot of the personality of your manga character. There are many different ways to draw your eyes. Since they only take a few minutes to draw, don’t be afraid to try out different things. Small changes can completely change how your character looks.
The difference between manga and anime is that manga is seen in comics and graphic novels. And anime is seen on movies and shows. The characteristics of the two are basically the same. How they are presented is the only real difference. The two are used interchangeably by the general public.
Anime eyes that do not look friendly will be perceived as a villain or a character that is evil.
Begin by drawing the shape of the eyeball. Circles are great starting points for drawing eyes. You can change the shape with the eyelids, but starting with a circle as your guide will make things easier. Next, add the upper eyelid by drawing a curved line. Now draw the lower eyelid.
One good reason for this might be that if you draw large eyes and draw a round realistic iris/pupil you will end up with a lot of space between the top, bottom or both parts of the eye. This space can give a character a scared or crazy look.
Anime eyes are one of the most definitive characteristics of the anime and manga drawing style. Depending on the artist and the type of character that is portrayed there are almost countless variations.
Big eyes are also easier to see in small drawings inside a manga which in turn makes it easier to convey a characters emotional state.
Alternatively if you were to draw a round iris that is large enough not to cover this space then it would fill almost the entire eye and would again look quite odd.
These have tiny bodies and huge heads with giant eyes that can cover most of the head. The most common example of these would be in video games (especially old and retro styled games).
Most of the details of the eyes when drawing in this style can be omitted. You can even avoid drawing the bottom eyelashes.
Female anime eyes vertical placement. To place the eyes on the head vertically divide the head into two and draw them below the middle halfway point. Please note that real eyes are usually positioned directly on this line but in anime eyes tend to be drawn lower down on the head.
One thing that really sets female anime eyes apart from male are more prominent eyelashes (longer, thicker, and more of them). This is not always the case but it does tend to be so.
Shade the eyelids which are also technically part of the eyelashes black. Shade the pupil black as well.
Female Anime Eye Specifics (Before You Start Drawing) Anime eyes are almost always drawn bigger and wider than real eyes. This is especially so for female characters who often have larger and wider eyes than their male counterparts.
To place the eyes out you can simply leave a distance of the width of one eye between them.
Draw the iris vertically stretched (compared to a real eye). Basically an oval with the top and bottom hidden by the eyelids.
The first place you want to add the eyelashes to is the outer corners of the eye. Generally eyelashes (real eyelashes) sort of fan out around the eyelids so you can draw anime eyelashes in a similar way. Next add some smaller eyelashes at the inner corner of the eye.
