On the official Disneyland website, “adult costumes or clothing that can be viewed as representative of an actual Disney character” are not permissible, and technically, no one above the age of nine is allowed to enter the parks in costume.
All Guests may dress as their favorite character, but may not pose for pictures or sign autographs for other Guests. Costumes must be family-friendly and may not be obstructive, offensive, objectionable or violent.
While it's totally cool (and encouraged!) for kids to dress up like their favorite characters, adults are not allowed to wear costumes as to keep the magic alive when you see the actual characters floating around the park.
Since you'll just be wearing regular clothing, there is no issue with Disneybounding (so long as you don't pretend to be a Cast Member in the parks & your clothing meets the Parks general guidelines for taste and appropriateness). Disneybound is really fun year-round, but especially during the Halloween season.
A note: You do not have to wear only pants/shorts to Disney world! You CAN wear a skirt and still be comfortable! Especially a longer, flowy skirt works amazing.
The guidelines go on to state: "Disney reserves the right to deny admission to or remove any person wearing attire that is considered inappropriate or attire that could detract from the experience of other guests."
Well, some of it is up to the discretion of Disney, but generally, you'll want to skip the sports bras, overly cropped crop tops, super short shorts, and anything else that you'd be embarrassed to walk into church in.
For the comfort of all Guests, the theme parks, the Esplanade between the parks and the Downtown Disney District are smoke free. The smoking of tobacco, e-cigarettes or other products that produce a vapor or smoke is allowed only in designated outdoor smoking areas.

Costumes Can Make It More Magical One important note from Disney On Ice: “Costumes worn by guests 14 years of age or older are not permitted.” Sorry parents, you'll have to wait for Halloween!
Proper attire, including shoes and shirts, must be worn at all times. The parks are a casual, family-oriented environment. Ensuring that the parks are family friendly is an important part of the Disney experience. In that spirit, we ask you to use your discretion and common sense.
