Here's how. A lip-sync error occurs when the video of a person speaking on your TV doesn't match up with the sound of them speaking. This can make it look like someone else is doing the voices on your movie, like a badly dubbed foreign-language film.
The rare sound bar that's equipped with lip-sync delay will generally work in the same way. Of course, this means you'd need to buy a receiver or sound bar, but if you're still using the speakers in your TV, you're missing out. Also, check your Blu-ray player.
Lip-sync errors are annoying, distracting, and potentially fatiguing for the brain. There's no simple solution, though adding a sound bar or a receiver certainly brings additional benefits: much-improved sound. Got a question for Geoff?
Dubbed voices are made to fit mouth movements if possible. Subtitled don't have to - they can stick more closely to the original meaning. Subtitles have limits wrt the amount of letters and words. Disney has handled the dubbing of some anime imports, such as the films of Miyazaki. They tend to be meticulous in reworking the dialog to fit the lips and the meaning of the original script, even doing several takes in dubbing to see what works. Getting good voice actors doesn't hurt.

From Part 1 to Part 5, the dub has been consistently good and great, and almost every voice fits like a glove. I particularly enjoy Josephs young and old voices, Jonathan and Speedwagon and Will Zeppeli (and basically all of Part 1's voices), and other standouts like Avdol and Enyaba and STROHEIM HIMSELF!

But what makes a dub bad? The main reason why most people hate dubbed anime is because the voice actors are trash. When watching anime subbed most voices sound as if that character would sound like that. The voices fit, but in dubs that's not the case.
The primary complaint about dubbing, regardless of the language being dubbed, is that voice actors can often be wildly over-the-top, which can be grating to experience, especially if you're not used to it. Dubbing, the argument goes, can distract many people from the cinematic experience far more than subtitling.
