Normally an anime episode adapts 2-3 manga chapters. But in One Piece one episode adapts less than 1 chapter, there has been times they have adapted less than 10 pages in one episode. So you cannot skip it, the scenes on their own are 100% canon but so elongated. It is very frustrating and disgusting.

Yes, skip the Long Ring Long Land arc if you must. Actually, just skip the Davy Back Fight episodes, they are terrible. Watch/read the end of the arc regarding Aokiji and everything else.

One Piece fillers generally are not too bad though. Yet their mostly skippable. That being said if you finish all the canon episodes early then it's worth watching if you got the free time. One Piece filler generally speaking are way better then Bleach or Naruto filler.
