This is something that I think has really improved since Index. Overall, A Certain Scientific Railgun was an enjoyable anime to watch, and we see lot of development of a world that I have indeed become quite invested in. I really look forward to anything else that the author has in store for the future.
And finally, A Certain Scientific Railgun is 24 episodes long, and aired in the season of Fall 2009, a season which also gave us Kimi ni Todoke and Aoi Bungaku, if that means anything to you. Ok, let's get started with the plot.
Toaru Kagaku no Railgun can also add its name to that list.. Unlike Toaru Majutsu no Index this series is not actually based on the light novels by Kamachi Kazuma, but is instead based on a spinoff manga by Fuyukawa Motoi.
But since the arc of the Strip Lady who tried to save the her Error Children, it's always the protagonist Railgun that has to reap what she sows, handling problems one after another created by fault of her own immaturity, naivety, etc. (I want to say stupidity)
There are a number of elements that make A Certain Scientific Railgun an excellent viewing experience. Everything from all that is Academy City, the characters and supporting cast, (English dub) voice acting, soundtrack/score, character design, animation and the lore are all fantastic.
It is a very good anime that you must give it a chance. The anime starts slow and you may not love it at first, but then you understand the characters and story and everything gets way better and more interesting.

If you ask a hardcore Raildex fan their opinion, the typical response you'll get is that the Railgun anime is a better adaptation than the Index anime, but ideally you should be reading the novels to get the full context for everything.
A Certain Scientific Railgun is the first manga spin-off and follows Misaka Mikoto, the level 5 esper also known as 'Railgun', in her own adventures, separate from her involvement in the Index series. Her story focuses more on the Esper side of things and takes place before and during the events of Index.
Animation wise, it is, without a doubt, an absolute masterpiece: characters design, backgrounds, action scenes, facial expressions; absolutely beautiful. Sound wise, if there is an English dub one day, I would still highly recommend you to watch it subbed; there is only one Accelerator and it is Okamoto Nobuhiko.

To refresh our memories: I watched and reviewed A Certain Magical Index several months ago, and to be frank, I really didn't think it was any good, not at all.
Saten is a class mate of Uiharu in Sakugawa Junior high. She is Level 0 , which means she has no esper powers at all. Which makes stands stands out among the main 4 girls in the series. That also makes her look like a loser in the bunch (If I am to go out of my way to say that). But it is said that people of level 0 can become level 1 if they studied hard. So it is not that Saten has no chance at getting an esper power.
The first thing you will notice about Uiharu is her looks, with the strange flowers on the top of her head. Because that’s what I noticed the first time I saw it. ^^
One of the good things about having characters with esper powers means more variety of characters, as you can relate to the character with the ability you like, and not just their personality. It is also one of the old but nice ways to make any show enjoyable if done right.
A second season of A Certain Scientific Railgun is already there, which is called A Certain Scientific Railgun S . It features the sisters arc in details, which you will recognise if you watched Index. It has a better character development than the original Railgun, especially when it comes to Misaka, and it features some of the best characters in the Railgun/Index universe in my opinion. So it is a must watch if you liked the original Railgun.
The sci-fi of the anime is not in the distant future, and it is not too apocalyptic to drive those who dislike the genre away. And it is done well to attract those who like it.
The pacing of A Certain Scientific Railgun is considered good, but it is not the best you will see in anime, as sometimes the anime takes a little detour every now and then, which is to show you the daily lives of the characters, so I can’t say the pacing is good for that. The enjoyment of the anime makes up for the pacing, giving how things turn out at the climax of each arc. and the good amount of characters interaction.
