No Accelerator is largely a page by page faithful adapt of the source material with some extra flash backs, an anime only first episode, and skipping a few redundant scenes.
All in all, A Certain Scientific Accelerator is a great addition to the franchise. As mentioned before, it might be difficult for you to understand the plot of A Certain Scientific Accelerator without watching other TV series, but it will still be enjoyable, so it is up to you to decide.

A Certain Scientific Accelerator is a must-have manga series for fans of stories that blend science and magic, in this sequel to A Certain Scientific Railgun and A Certain Magical Index.
After rescuing Last Order and subsequently taking a bullet to the head, Academy City’s top-ranked esper rests in the hospital. But Accelerator’s recovery is cut short when a mysterious girl carrying a photo of his little clone companion asks for help.
A certain scientific accelerator... Isn't accelerator the main (and a damn good) reason to watch this masterpiece? besides him (and his badass laugh), the animation is great, not to say masterful, the chara design is just so great and the soundtracks are really good (it depends). This sequel is a real masterpiece that everyone should watch.
Well shit... and here I thought Index was the weakest link in the Toaru franchise all this time. This edgefest certainly takes the cake. Right out of the dumpster.
Some animes are difficult to figure out where to start and what is worth watching. These Animes have a Watching Guide. I'm only adding the Season where the story begins to keep the list short and they are sorted in Alphabetical Order. I'll keep updating the list as I create/find new guides, so check it out every so often.

Within Academy City, one stands at the summit among all espers: the strongest esper, Accelerator . He is one of the seven Level 5s of Academy City, but he boasts an outstanding ability as the highest-ranking of the seven, this power dragging him into a brutal everyday life.
Crunchyroll is streaming the anime worldwide except Asia on July 12th 2019. Funimation licensed the anime in United States, Canada, United Kingdom, Ireland, Australia, and New Zealand and premiered an English dub on July 26th 2019.
Each volume of the disc set includes a portion of a side story written by Kamachi Kazuma entitled Toaru Majutsu no Index SS: Biohacker Arc. A parody animation based on the Accelerator anime entitled Tobidase Ippou-san Hachamecha Kaishingeki will be bundled with limited edition Blu-ray and DVD releases for the anime. An official guidebook to the Toaru Kagaku no Accelerator and Toaru Kagaku no Railgun anime series, entitled Toaru Kagaku no Accelerator × Toaru Kagaku no Railgun Toaru Magazine, was released on August 2019.
Accelerator first appears in Toaru Kagaku no Railgun , where during another session of brutally killing a Misaka clone, he meets an enraged Misaka Mikoto who tries to get revenge on him after she witnesses him killing Misaka 9982. However, Mikoto is powerless against Accelerator due to his abilities. He later figures out that she is the original Misaka Mikoto and becomes disappointed that although both are Level 5's, Mikoto is very weak compared to him, and, wanting to speed up the experiments, opts to kill her. He is prevented from doing so by the arrival of several Misaka clones, who tell him that he should follow the protocols; killing Mikoto would cause discrepancies in the calculations. Accelerator accepts this explanation and leaves Mikoto alone after telling her his name.
His voice actor, Okamoto Nobuhiko, won twice in the Annual Seiyuu awards for his role as Accelerator. He first won Best Male Rookie in 2008 for his role in Index, and he also won Best Supporting Actor in 2010 for Index II. These achievements were both pointed out in the Index-tan specials.
Accelerator reenacts his battle with Touma in the second episode of Toaru Majutsu no Index-tan. He reappears in the final scene of the special, reenacting the scene where he creates plasma. During that scene, he exaggerates his laugh and comments on how he no longer has a weak voice and is no longer an amateur as he won an award for his voice work (referring to his seiyuu). He later apparently kills Touma after an explosion which uses the dust explosion scene from the regular anime.
By the beginning of the Sisters Arc (index), Accelerator has already killed the first 10,030 Misaka Clones and during the course of the arc, kills clone 10,031 before the experiment is ultimately stopped.
Accelerator noticed after initiating a dust explosion in his fight with Touma that the temporary lack of oxygen almost killed him. Because of this, he realizes that even if he took on a direct blast from a nuclear weapon, he would then die from the lack of oxygen it caused. But in the novel, he subjects the idea that he could use an oxygen tank to remedy that situation, as some are made the size of hairspray bottles.
Accelerator's character design is perhaps the most colorful of all characters in the series, though not because of revisions on his basic design but due to the changes the character goes through in the course of the novels. Haimura Kiyotaka designed Accelerator during the course of his designing of the characters for volume 2; due to an editor's mistake, the plot of Volume 3 was sent to him along with the full text of Volume 2. Much to his surprise, Accelerator's basic design was approved. As volume 3 rolled into the corner, Accelerator's design began to be improved to fit his villainous role in volume 3. His design is based on Eric Draven from The Crow, the Joker from the Dark Knight, as well as a mouse. Accelerator's shirt is based off a face in Devilman and in Berserk (most likely the Hellhound).
Accelerator is one of the supports added to the game. His first assist makes Last Order appear , as she wanders confused into the stage. If an enemy attack hits her Accelerator will appear, blocking the attack and using his Dark Wings to swipe at the enemy. His second assist consist of Accelerator stomping the ground, creating a fissure that damages the opponent and causes them to bounce between the ground and the top of the screen a few times.
Accelerator is a Rank 1 Esper who is currently residing at the Academy City. In the parent series, ‘Toaru Majutsu no Index’, he is the second protagonist. Initially, he appears more like an antagonist and slowly transforms into a hero after being defeated by Kamijou Touma. The dark side of the Academy city remains unknown to him for a very long time but once he finds himself between all the conspiracies, he decides to fight back using all his strength. In appearance, he is a skinny teen with pale skin, shabby white hair and piercing red eyes. He appears to be this way because his abilities prevent him from getting exposed to any form of ultra-violet rays. Because of this, his body does not produce any melanin and he ends up getting more of an androgynous appearance.
She has a thing for Touma because he had initially stopped all the experiments to protect her. She not only appears to be a child but also acts like one and often enjoys being playful about everything around her.
‘Toaru Kagaku no Accelerator’ Season 1 premiered on June 12, 2019 and ended its 12 episode run on September 27, 2019. Compared to its parent story, ‘Toaru Majutsu no Index’, the anime has been doing slightly better and because of a pre-existing fan-base, it has become quite popular already. Now if we compare the anime with the manga, the manga has 9 volumes and the most recent version was published way back in December, 2018. So clearly, the mangaka will probably not publish any more source material content.
Unlike most other clones, she has the ability to show emotions and develops a close relationship with many characters. She also speaks in the third person and has all the memories that are possessed by all the other clones. That’s how she knows that Accelerator never wanted to be a part of the Level 6 Shift Project.
‘Toaru Kagaku no Accelerator’ is a surprisingly wonderful anime that is much better than its main series in a lot of ways. Unlike ‘ Toaru Majutsu no Index ‘, this one has absolutely no filler episodes and is completely loyal to its source material. Though I claim that this series is more enjoyable than the parent story, I would still recommend a new viewer to first watch Season 1 of ‘Toaru Majutsu no Index’ just to get a fair idea of the backstories of all the main characters, especially Accelerator. Everything from the lighting to the character designs and even the backgrounds seem to be better in this series. J.C Staff, known for producing shows like ‘ Toradora ‘ and ‘ DanMachi ‘, has done a great job with the art and animation. The series does not really emphasize much on background scores but the sound effects and character voices make the overall viewing experience much better.
